I believe that every child should be allowed access to telephone, and they should be allowed to speak to whomever they wish as long as there is no court order otherwise. They child will be allowed to use the house phone which as long as the put the phone back on the charger. There will be DECT? phone that they can use. The phone in the great room will be required to stay within the great room. Therefore, there are no “private” calls to some fling they may have now. If they need to speak with the doctor, they will be able to do that in the den/office. So while there is access to phone services, they don’t have a private line that would belong to them.
They are however allowed to acquire their own phone. They would receive a significant cash gift which they will use to acquire their own phone(s). Most likely, they will want to get the coolest Android or iPhone, and if they are willing to pay for it, then they can have it. They will learn that spending the money quickly will mean they will have less for other things. They can choose to do what I do, and acquire 3 telephone numbers, and 2 telephones. One number will ring to a phone in their bedroom, another will be a voicemail number, and the last will be a cellular number. And while they can choose to do this, they will be responsible for the bill. When I was a fpster child (before cellular phones were commonplace), I didn’t have my own phone, and I turned up OK (mostly). The child does not need a phone, and if they need to speak with a professional on a confidential level, they will be able to do so.
